BEIJING -- The first session of the 12th National People's Congress (NPC) holds the fourth plenary meeting at 9:00 a.m. Thursday.
Lawmakers will elect leaders of the legislature, state and military, and vote on a draft resolution on the plan of institutional reform and functional transformation of the State Council.
