China makes public "blacklist" of bribers

Most Chinese procuratorial organs at provincial level have put on-line a list of convicted bribers, making such information available for public inquiry, top prosecutor Jia Chunwang said Saturday.

Listed are individuals or organizations that have been convicted of bribery or bribery-related crimes since 1997 in the sectors of construction, finance, education, health and government procurement, said Jia, procurator-general of the Supreme People's Procuratorate, in his work report to the annual session of the parliament.

By the end of January, 2006, inquirers have consulted bribery- related information on 954 organizations and 42 people, Jia said.

Individuals or organizations that can legitimately identify themselves are allowed to search for information of the list via an on-line retrieval system after making written application to the procuratorial organs.

The retrieval system will help guard against reoccurrence of similar crimes, said Xu Zhihui, a deputy to the Tenth National People's Congress (NPC), or the parliament, on the sidelines of the fourth annual session.

But analysts here said there is a still long way to go before the system becomes perfect after all information provided by local procuratorial organs is inter-linked and the inquiry procedures are simplified.
