Contents of the Basic Policy of “Peaceful Reunification and One Country, Two Systems”

  “Peaceful reunification and on country, two systems” is the fundamental policy of realizing the reunification of China by the CCP and the Chinese government. Its basic connotation is that under the prerequisite of one China, China’s main body persists in the socialist system, whereas Hong Kong, Macao and Taiwan, as inseparable parts of China, still keep their former capitalistic system that remains unchanged for a long time; the only representative of China in the world is the government of the People’s Republic of China.


  “Peaceful reunification and one country, two systems” is also the fundamental policy of the Chinese government concerning Taiwan. It can be summarized in the following aspects:
1) Stick to the one-China principle. There is only one China in the world. Taiwan is an inalienable part of China. The government of the People’s Republic of China should be the sole representative of China in the world. Any separatist activity aimed at creating “two Chinas”, “one China, one Taiwan” and “Taiwan independence” must be firmly opposed.
2) With the form of two coexistent systems to solve the Taiwan question. After the country’s reunification, China’s main body practices the socialist system. It is the prerequisite. Taiwan is allowed to still keep its former capitalist system. The two systems co-exist and develop together.
3) Taiwan enjoys a high degree of autonomy after reunification. After the country’s reunification, Taiwan’s current economic and social systems, Lifestyle, and business and cultural relations with foreign countries remain unchanged for a long time. As a special administrative region, Taiwan enjoys a high degree of autonomy, including administrative management rights, Legislative power, judicial power and final adjudication power; it can have an independent fiscal budget; the central government does not levy taxes on Taiwan nor does it interfere with the internal affairs of the special administrative reign. There are Taiwan delegates and members in the National People’s Congress and the Chinese People’s Political consultative Conference and Taiwan figures can also take leading positions in the central government. Taiwan may also retain its armed forces and administer its party, governmental and military affairs by itself, while the central government will not station troops or send administrative personnel there. Meanwhile all legitimate rights and interests of the Taiwan people such as private property, enterprise ownership, legal inheriting rights and investments by overseas Chinese and foreigners are under legal protection.
4) Actively advance negotiations to realize peaceful reunification of the country. Whoever holds power in Taiwan is welcome to conduct high-level dialogues and talks with the mainland so long as he sticks to the one-China principle. When doing the utmost to realize the peaceful reunification, the mainland doesn’t renounce the use of force in the settlement of the Taiwan question. The Taiwan question is utterly China’s internal affair and the Chinese government has the right to adopt any necessary measures to settle the Taiwan question, including the use of force.
5) Hopes are pinned on the Taiwan authorities and even more on the Taiwan people to settle the Taiwan question.
6) Promote the three direct links across the Straits. Mutual ivies and economic and cultural exchanges are urged to enhance the mutual understanding and affection between the compatriots on both sides of the Straits, promote economic and cultural relations across the Straits and create favorable condition for peaceful reunification.
7) Oppose the intervention of foreign powers in the Taiwan question. As it is China’s internal affair to settle the Taiwan question, no foreign country has the right to interfere in the affair.
The Taiwan question always remains the crux of stable development in Sino-U.S. relations. If not properly handled, it will become and explosive problem in Sino-U.S. relations. Deng Xeroxing once said, “If retrogression in Sino-U.S. relations is necessitated owe in to the Taiwan question, China has no choice but to face the reality. “Kiang Semen also repeatedly urged the U.S. to abide by the three communiqu岢s in Sino-U.S. relations and the “three knots” commitments, namely, not supporting Taiwan independence, not supporting” one China and one Taiwan” or “two Chinas”, and not supporting Taiwan to join any inter-governmental international organizations which consist completely of sovereign states.

8) Firmly oppose any words or deeds aimed at creating “the independence of Taiwan”. The Chinese government and people will never   sit by idly if independence of Taiwan occurs.
