When was the idea "peaceful reunification" first put forward?

  The first stage was marked by the Third Plenary Ses-sion of the 11th Party Central Committee held in Decem-ber 1978, and at which participants made the peaceful reunification of the motherland a strategic policy. Since then neither "armed liberation" nor "peaceful liberation" has been recommended with regard to Taiwan. Instead, consultations and negotiations on equal footing are advocated for peaceful reunification.

On New Year's Day 1979, the Standing Committee of the National People's Congress (NPC) sent a message to compatriots in Taiwan, in which it first declared this new policy.
