BEIJING, Dec. 22 (Xinhua) -- China's top legislature started its bimonthly session Tuesday morning to discuss amendments to or revisions of laws on renewable energy, national defense mobilization and elections.

The Standing Committee of the National People's Congress (NPC) will also hear for the first time a draft revision of the Organic Law of Villagers' Committees for the expansion of rural democracy.

Presided over by Wu Bangguo, chairman of the NPC Standing Committee, the 5-day session also began reviewing draft laws on tort liability, island protection and social insurance.
