It is essential for the socialist democracy to organically unify the upholding of the Party's leadership, the people's administration and the rule of law. The leadership of the Party is the essential guarantee of the people's administration and the rule of law; the people's administration is the essential requirement of the socialist democracy; the rule of law is the fundamental policy of the Party in leading the people's administration. The Constitution and laws are embodiment of unity of the Party's view and the people's will. We should strictly perform according to laws, and any organization or individual is not permitted with priority beyond the Constitution and laws.

The reform of China's political system is the self-improvement and development of the socialist political system. The propelling of the reform of the political system should help to increase the vigor of the Party and the country, to give full play the characteristics and advantages of socialism, to completely motivate the enthusiasm and creativity of the people, to safeguard the unity of the country, consolidation of the nation and the stability of the society, and to accelerate the economic development and the overall advance of the society. We should complete a sound democratic system, enrich democratic forms, enlarge citizens' orderly political participation, with broad rights and freedom, and respect and secure human rights. We should insist on and improve the systems of the people's congress, multi-party cooperation and political consultation under the leadership of Communist Party, consolidate and develop the widest patriotic united front. Completely carry out the Party's ethnic groups policy, stick to and improve the system of regional autonomy of ethnic minorities. Fully carry out the Party's policy of free religion beliefs, administrate religion affairs according laws, and actively guide religions to comply with a socialist society. Earnestly carry out the Party's policy in dealing with affairs concerning Chinese nationals residing abroad.

The life of the Chinese people has generally reached a well-off level. The income of urban and rural residents increases steadily. The urban and rural markets are prosperous with abundant supply of goods. The residents' living quality is greatly improved wherever in dressing, food, houses, appliance or transportation. Obvious achievement has been made in building the social security system. The "Eight-Seven" poverty alleviation reinforcement plan is basically finished.

　　To safeguard the State's political and social stability, we should also strengthen the socialist legal system construction, to ensure that there must be laws to go by, the laws must be observed and strictly enforced, and lawbreakers must be prosecuted, and to comply with the requirement of the new situation arising from the development of the socialist economy, the comprehensive progress of the society and the entry into WTO. Strengthen the legislation work to improve the legislation quality. Meanwhile, well deal with the conflicts within people, especially those concerning the mass direct benefits, fight hard against all varieties of criminal activities according to laws, prevent and punish criminal activities of heathendom organizations, and resolutely sweep off ugly phenomena in society to maintain a sound social order.
