The first group of experts as an aid from Guangdong province for the restoration of Parvan Water Conservancy (the first phase) Works in Afghanistan already set out for the country a few days ago. As learned it is the first big project as China's aid to Afghanistan for its post-war reconstruction and also the first undertaking by enterprises of Guangdong province.
The Parvan water conservancy was built with China's aid in the 1960s. It's because of this that the Afghan government placed the restoration of the first phrase of the project in China's hand. As the project involves the relocation of the local refugees, it is put into absolute priority in the Afghan post-war reconstruction package. To take up the restoration of the first phase of the project bears far-reaching significance in extending China's political influence in Afghanistan. President Hu Jintao has made important instructions that the project be launched this spring.
Guangdong Xinguang International Group and the second bureau of Guangdong Hydropower with rich experience in foreign aid projects beat other competitors among the 30-odd bidders and won the bid organized by the Ministry of Commerce. According to Sun Jianxiong, Xinguang's vice president, the restoration for the first phase of the project is planned to cost USD 10m and takes 23 months. The first team of experts dispatched is mainly responsible for the preparation while the construction will be started in April.
To take up the Parvan water conservancy restoration project is the first step for Guangdong to get into the Afghan post-war reconstruction market and it plays a decisive role in promoting the influence of Guangdong enterprises, said Sun. It is learned as Guangdong enterprises haven't made much presence in the Middle Asian market, this project, with extensive political impact and long construction period, offers them an opportunity to get familiar with the local environment in terms of policies, resources and market. Sun expressed, Xinguang is deeply interested in the market of construction materials and machinery in Afghanistan. " We expect that the aid would be followed by trade." He added.
