The US Government pledges in clear terms in the Sino-US "August 17" communique signed in 1982: "The United States Government states that it does not seek to carry out a long-term policy of arms sale to Taiwan, that its arms sale to Taiwan will not exceed, either in qualitative or in quantitative terms, the level of those supplied in recent years since the establishment of diplomatic relations between the United States and China, and that it intends gradually to reduce its sale of arms to Taiwan. In so stating, the United States acknowledges China's consistent position regarding the thorough settlement of this issue."
However, the US Government decided in September 1992 to sell 150 F-16 fighter aircraft to Taiwan, far exceeding "the level of those supplied in recent years since the establishment of diplomatic relations between the United States and China" in both quantity and quality. The value of the 150 F-16 fighter aircraft, at US$6 billion, is many times the annual US arms sales to Taiwan of more than US$700 million in recent years. And the F-16 fighter aircraft are among the most advanced.
It is obvious that the United States' sale of 150 F-16 fighter aircraft to Taiwan is a serious violation of the "August 17" communique. This move represents US support for separatist forces in Taiwan and interference in China's internal affairs. And it has set obstacles to China's peaceful reunification. The issue has remained unresolved. |
